The principle of equality, specifically non-discrimination, is enshrined in the EU Treaty (art 2) as a principle value upon which the European Union is founded on.
If an EU law or policy is likely to have a significant economic, social or environmental impact, the Commission conducts an impact assessment before making a legislative proposal. The objective of this assessment is to analyse in more detail the issue to be addressed, whether action should be taken at EU level and the potential effects of the different solutions outlined. The findings of the impact assessment process are summarised in an impact assessment report which must include a description of the environmental, social and economic impacts; who will be affected by the initiative and how, and the consultation strategy and the results obtained from it. When the impact of the new policy is not expected to be significant, the Commission conducts a Roadmap. See also ‘Roadmap’.
Sustainable development was defined in the World Commission on Environment and Development’s 1987 Brundtland report ´Our Common Future` as ‘development that meets the needs of the present without compromising the ability of future generations to meet their own needs’. It seeks to reconcile economic development with the protection of social and environmental balance. In 2001, the EU adopted a strategy in favour of sustainable development, which was revised in 2006 and 2009. In 2009, the Commission highlighted the persistence of some unsustainable trends and the need for greater efforts in their regard but also the EU’s progress in mainstreaming sustainable development in many of its policies. Sustainable development formally became one of the EU’s long-term goals under Article 3 TEU.
