What does One Stop Shop (OSS) mean?

The One Stop Shop (OSS) is a mechanism to allow businesses to declare and pay VAT across the EU via a single return. Without the OSS, the business would have to register in each member state in which supplies of goods or services are made to consumers.

The OSS simplifies VAT obligations for businesses selling goods and services to non-taxable persons throughout the EU. The scheme allows businesses to:

• register for VAT electronically in one single member state for all the eligible sales of goods and services to customers located in all the other member states
• declare a single electronic VAT OSS return and make a single payment of the VAT due on all these sales of goods and services
• work with the tax administration of the member state in which they are registered for the OSS, in one language, even though their sales are EU-wide

The OSS is split into two categories, the Union
