The Licensing Act 2003 is the principal instrument by which the sale and supply of alcohol is controlled in England and Wales1. In addition, the 2003 Act regulates the provision of ‘regulated entertainment’2 and the provision of ‘late night refreshment’3. Although there are some activities which are specifically exempted from the definition4, the sale and supply of alcohol, the provision of regulated entertainment and the provision of late night refreshment are defined in the 2003 Act as ‘licensable
