What does White Paper mean?

A white paper is a term that refers to a document issued by the Commission for the purpose of setting out legislative proposals for future EU actions in a particular area.

A white paper may follow a green paper which is produced to launch a consultation process at the Union level. If accepted by the Council of the European Union, a white paper can lead to the adoption of Union legislation.
