31  The relevant part of the United Kingdom and the applicable rules

(1)     The Minister responsible for an inquiry must specify whether the relevant part of the United Kingdom in relation to the inquiry is—

(a)     England and Wales,

(b)     Scotland, or

(c)     Northern Ireland.

(2)     The Ministers responsible for an inquiry that—

(a)     is one to which section 33 applies, and

(b)
