16  Severe hardship

(1)ÌýÌýÌýÌý If it appears to the Secretary of State—

(a)ÌýÌýÌýÌý that a person—

(i)ÌýÌýÌýÌý has reached the age of 16 but not the age of 18,

(ii)ÌýÌýÌýÌý is not entitled to a jobseeker's allowance or to income support, and

(iii)ÌýÌýÌýÌý is registered for training but is not being provided with any training, and

(b)ÌýÌýÌýÌý that severe hardship will result to him unless a jobseeker's allowance
