[8A  Interpretation of Part 1]

[(1)     This section applies for the purposes of this Part.

[(1A)     The “appropriate authority” means—

(a)     in relation to the Scottish onshore area, the Scottish Ministers;

[(aa)     in relation to the Welsh onshore area, the Welsh Ministers;]

(b)     otherwise, the OGA.]

(2)     The “appropriate Minister” means—
